Announcing the California Talent Pipeline Program: Southern California Region

January 15, 2023 - On behalf of Mr. Matt Sermon, Executive Director, PEO Strategic Submarines, the purpose of this message is to formally announce our intent to establish a California Talent Pipeline Program in 2024.  Our intent is to plant the 6th Regional Talent Pipeline Program “Flag” in the Southern California Region. The PEO Strategic Submarines has identified Southern California as a high density of Defense & Navy Industrial Base Suppliers along with a strong set of Training Providers and Local Program Facilitators.   

The Southern California Regional Flag process begins with qualifying the Southern California local Partner Demand Signal, and based upon the unique operational circumstances of the Southern California Region, began customizing an employer demand-driven Talent Pipeline Program as part of the National Roll Out.

Since the 2021 planting of the First Flag in the Philadelphia Region, followed by the Pittsburgh;  Hampton Roads, Virginia;  Boston; and Long Island Regions, we are proving our hypothesis that if Employers build purposeful Talent Pipelines and improve their recruiting and hiring processes then they will onboard and retain engaged and productive talent to meet their talent demand; thus running a better business and increasing their production capacity to meet the future delivery of Navy ships & submarines, sustainment of in-service ships and submarines, and support for international partnerships.

The Talent Pipeline Program is focused on training, coaching, encouraging, and recognizing Employers to forge critical relationships and skills to create reliable year-over-year talent pipelines to build a stronger, more resilient workforce for their business. The task is to work with small and medium-sized suppliers in the defense industrial base and support them in building Talent Pipelines to meet their hiring and retention demands. The Talent Pipeline Program support services are provided at no cost to participating partners wishing to improve their Talent Acquisition and Retention Systems performance in exchange for sharing their Talent Acquisition and Retention system non-proprietary data and sharing their learnings with partners to build meaningful relationships attacking this critical challenge pervasive in the American manufacturing industry.

A Demand Signal Round Table will be held in Southern California in April 2024 to allow potential Talent Pipeline Program Partners to learn, share, network, and pledge their support for a customized Southern California Talent Pipeline Program.  The goal is to confirm a sufficient Employer demand to justify the US Navy investment.   

From now until the Demand Signal Round Table, the Program Support Team will be identifying potential partners, conducting informational sessions, gauging interest, and beginning to customize the base Talent Pipeline Program model to meet the specific operational circumstances of the Southern California region.
