The Pennsylvania Talent Pipeline Project Expands to Pittsburgh

PITTSBURGH, PA, April 11, 2022 – The Navy held a Pennsylvania Talent Pipeline Project round table discussion on April 7, 2022, at the Community College of Allegheny County, West Hills Center. The purpose was to gauge the Pittsburgh region’s demand to support Submarine Industrial Base Suppliers with the Program Management, education, training, and coaching to enable employers to re-capitalize their skilled trade workforce to better meet the future production demands of the Navy. US Navy Announces Multi-Year Pennsylvania Pipeline Project

PHILADELPHIA, PA, November 9, 2021 - The Department of the Navy Program Executive Office Strategic Submarines released an Addendum to their previous announcement in April of this year to provide an update on the Pennsylvania Pipeline Project, a joint Navy-OSD IBAS program to build and sustain the future Maritime Defense Workforce and progress that has been made over the initial six months. The Addendum lays out the long-term strategy for the Program, including the completion of the Philly Workforce Pipeline Pilot in 2024 and, beginning in January 2022, the Program's expansion to Western PA / Pittsburgh Region. September 15, 2021 - Congresswoman Mary Gay Scanlon, Philadelphia City Councilwoman  Katherine Gilmore Richardson, and School District of Philadelphia Superintendent William R.  Hite, Jr., Ed.D. today joined representatives from the U.S. Department of Defense and the U.S.  Navy to celebrate a new workforce pilot program. 

The U.S. Navy and Secretary of Defense have more than $300 billion planned for investments  in new submarines, aircraft carriers, and ships, over the next several decades. Pennsylvania  has the most defense suppliers (~300) and critical suppliers (40+) of any state for the Navy’s  submarine and aircraft carrier programs, but suppliers nationwide are struggling to meet their  workforce needs. August 24, 2021 - Naval Surface Warfare Center, Philadelphia Division (NSWCPD) hosted a training workshop for the Pennsylvania Pipeline Project: Philadelphia Region Workforce Pilot on Aug. 4, 2021.

The Philadelphia Pipeline Program Director Joe Barto from the Training Modernization Group (TMG), Inc. kicked off the session by stating that the joint maritime ecosystem has been challenged with workforce sustainability.

“We must use this Pipeline collaborative to engage the greater Philadelphia region economy by creating and sustaining a maritime and defense industrial base-focused workforce pipeline that enables employers to re-capitalize their workforce through recruiting, hiring, training, and retaining skilled workforce members with critical trade skills,” Barto said.

May 28, 2021 -The U.S. Navy’s Shipbuilding Industrial Base Task Force (SIB-TF), in partnership with the Department of Defense’s Office of Industrial Policy (IndPol), launched the “Pennsylvania Pipeline Project: Philadelphia Region Workforce Pilot” on May 27, 2021. Managed under IndPol’s Industrial Base Analysis and Sustainment (IBAS) Program, and built upon an economic development framework, this effort aligns critical workforce and trade skill opportunities across the academic and shipbuilding communities.
