Pennsylvania Talent Pipeline Project – Pittsburgh Partnering Program Review

Rear Admiral Scott Pappano addresses the Pittsburgh Partnering Program Review

PITTSBURGH, PA - September 21, 2022 : Launched in 2021, the Pennsylvania Talent Pipeline Project started in 2021 in the Philadelphia region specifically to strengthen workforce pipelines into the maritime defense industry. The expansion to Pittsburgh and Western Pennsylvania/Northeast Ohio started earlier in 2022, and this milestone event was the official partnering meeting where Employers who have a talent demand were matched with Training Providers from across the region who have students graduating next Spring with entry level skills needed to increase defense industrial capacity in the region.  The Pittsburgh Partnering Program Review was held on September 21stat the Pittsburgh Marriott North in Cranberry Township.  The US Navy was represented by Rear Admiral Scott Pappano, Program Executive Officer for Strategic Submarines, and Command Master Chief Josh Sturgill.

The Partnering Program Review saw representatives from 22 local defense manufacturers, 16 local training providers, and other local stakeholder organizations affirm their commitment to developing stronger relationships that will enable these employers to begin actively recruiting in the next few months, begin accepting applications, make offers, and ultimately make hire decisions in the late Spring.

“This US Navy initiative demonstrates not only an encouraging indication of our Armed Forces’ commitment to domestic manufacturing, but also a tremendous opportunity for business and training institutions to expand and foster relationships. The Navy has reaffirmed an important, but oft-forgotten principle: a robust national manufacturing capability lies at the heart of a strong national defense. I look forward to the impact of this, not only for GE as a business, but for Western Pennsylvania as a whole.”
-John Bradley, Engineering Leader, Americas GE Power Conversion

The Pennsylvania Talent Pipeline Project is working to strengthen the trade skills workforce through recruiting, hiring, training, and retaining next-generation workforce members who are mission critical to building the submarines, ships, and systems the Navy needs. Employers that are part of the critical maritime supply chains will commit to hire and retain skilled trades talent from program participants into well-paying and mission-critical careers.  The goal is to grow their unique talents and ensure long-term success within the maritime defense industry.

The U.S. Navy and the Secretary of Defense have more than $300 billion planned for investments in new submarines, aircraft carriers, and ships over the next several decades. Pennsylvania is a center of gravity for these shipbuilding and ship sustainment programs, with several hundred defense industry partners across the region. The state also has more critical submarine and aircraft carrier suppliers than any other state in the country.
