Madeline Davis has never set foot on a Navy submarine, so she doesn’t get to see the products she makes in action.
Davis is a CNC (computer numerical control) machinist at Fairlead Integrated in Portsmouth, where she makes metal parts for the Navy’s silent service. The defense contractor supplies shipboard integrated parts, including for the Navy’s Virginia- and Columbia-class nuclear submarines. Davis has worked in her position since May 2022, after she completed a 16-week CNC machining program that March at the Accelerated Training in Defense Manufacturing Program, a Navy-funded, three-year pilot program managed by the Institute for Advanced Learning and Research in her native Danville.
The Navy Sponsored Talent Pipeline Project Expands into the New England Region
Boston, MA – APRIL 26, 2023 - Naval Sea Systems Command (NAVSEA) hosted the “Boston Region” Demand Signal Round Table at Northeastern University’s Innovation Campus in Burlington to discuss the expansion of the Talent Pipeline Program into the New England area. Regional maritime and defense industrial base employers discussed the challenges associated with hiring qualified skilled tradespeople for positions in their companies signaling a need for the Talent Pipeline Project in the area. The project is designed to build sustainable pipelines in the region and invigorate the regional economy.

PITTSBURGH, PA - September 21, 2022 : Launched in 2021, the Pennsylvania Talent Pipeline Project started in 2021 in the Philadelphia region specifically to strengthen workforce pipelines into the maritime defense industry. The expansion to Pittsburgh and Western Pennsylvania/Northeast Ohio started earlier in 2022, and this milestone event was the official partnering meeting where Employers who have a talent demand were matched with Training Providers from across the region who have students graduating next Spring with entry level skills needed to increase defense industrial capacity in the region.

As it gears up to launch a new generation of submarines, the U.S. Navy is looking to school-business partnerships to help ensure supplies of the roughly 1-million parts it takes to build a single sub.
Under an initiative called the Pennsylvania Talent Pipeline Project, it has retained TMG, Inc*, a Virginia-based company that works with employers on recruitment and retention strategies, to pair parts suppliers throughout the region with Career & Technology Centers (CTCs) and other training programs.

In May 2021, The Office of the Secretary of Defense (OSD) and the U.S. Navy launched an initiative with the mission of energizing and engaging the Defense Industrial Base through the creation of maritime focused manufacturing pipelines that recapitalize the defense workforce and address critical trade skill gaps required across the maritime and defense ecosystems.

The U.S. Navy has launched the second year of a program that helps train students from local career and technical schools for jobs in the maritime industry.
Through the Talent Pipeline Project, employers in the defense and shipbuilding industries commit to hiring graduates from Philly-area high schools, community colleges and technical schools.
Virginia Demand Signal Round Table Discussion
JULY 12, 2022 - On July 12, 2022 a Demand Signal Round Table Discussion was held in Norfolk, Virginia to discuss the expansion of the Mid-Atlantic Submarine Talent Pipeline Program into Virginia. With the participation of 21 employers, 5 Career and Technical Education Schools, 6 Facilitators, and their high demand, the United States Navy gave the “GO” signal to expand to the Hampton Roads area and establish the first flag of the Virginia Talent Pipeline Project.
